The 2025-2029 Consolidated Plan is the County’s five-year strategic plan with goals for housing, community development, and homelessness prevention outcomes. The Consolidated Plan identifies general community needs, such as affordable housing, public services, employment, and public facilities, and provides a strategy for how U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME) and Emergency Solutions Grant (ESG) funds will be used these needs over the next five years.
The AI is a comprehensive review and assessment of the jurisdiction’s laws, regulations, policies, procedures, and practices, and how these affect the location, availability, and accessibility of housing. In addition, it analyzes how conditions, both private and public, may affect fair housing choice.

Clark Center, 111 NW 1st Street, Miami, Florida 33128. The purpose of the hearing is to give the public an opportunity to comment on the proposed FY 2024 Action Plan Funding Recommendations for CDBG, HOME, and ESG Program Funds and Substantial Amendments to the FY 2015-2022 Action Plans and the corresponding FY 2013-2017, as extended through FY 2019, and FY 2020-2024 Consolidated Plan, for the recapture and reallocation of CDBG, HOME, and ESG funds.
The public shall have an opportunity to comment on the following proposed actions:
Approve the Fiscal Year (FY) 2024 Action Plan and annual update to the FY 2020-2024 Consolidated Plan for submission to the United States Department of Housing and Urban Development (HUD), which includes the FY 2024 Action Plan funding recommendations consisting of $13,108,671.00 of Community Development Block Grant (CDBG) program, which includes $1,704,127.23 of Commission District Funds (CDF) funds; $4,769,560.00 in HOME program funds; and $1,052,096.00 in ESG program funds.
Approve Substantial Amendments to the FY 2015-2022 Action Plans and the corresponding FY 2013-2017, as extended through FY 2019, and FY 2020-2024 Consolidated Plans, in order to recapture $1,369,877.25 of CDBG 2014-2019 and CDBG 2021-2023 funds which will be reallocated to multiple activities.

In accordance with Florida Statutes Section 420.9076(5), the Miami-Dade County Affordable Housing Advisory Board (AHAB) will hold a public hearing on March 1, 2024, beginning at 10:00 a.m. The public is invited to attend either in person at Overtown Transit Village, North Tower, 701 N.W. 1st Court, Miami Florida 33136, First Floor Training Room, or to attend virtually via zoom at: https://miamidade.zoom.us/j/85169751067. Virtual attendees must pre-register before the deadline of March 1, 2024, at 9:30 a.m., at the link above. Virtual attendees wishing to speak must indicate that in the pre-registration process. Virtual attendees may provide comments during the registration process, and comment cards will be available for in person attendees. The public may view a live webcast of the hearing at https://www.miamidade.gov/webcasting or view an archived copy of the hearing. The purpose of this public hearing is for the advisory committee to adopt its evaluation and final local housing incentive strategies recommendations.

- On July 20, 2021 the Board of County Commissioners voted to amend section 17-161 of the code of Miami-Dade County, Florida, removing the $205,000 maximum purchase price for homes purchased under the homebuyer loan program; and created section 17-162 of the code establishing a methodology for calculating the maximum sales price for homes sold under any County Affordable Housing program. Program guidelines for the Homebuyer Loan Program and the Infill Housing Program will be updated to reflect the current changes in calculating the maximum sales price for homes purchased under all affordable housing programs including, but not limited to the Infill Housing Initiative Program, Workforce Housing Development Program, and the sale of homes on County owned land.
Ordinance 21-80 may be applied to previously conveyed deeds with the maximum sales price embedded or projects that were funded prior to the effective date of the ordinance, and only when sponsored by the district commissioner where the property or project is located and authorized by the Board of County Commissioners. - Miami-Dade County Public Housing and Community Development (PHCD) is providing notice of a proposed substantial amendment to the fiscal year (FY) 2023 Action Plan and corresponding FY 2020-2024 Consolidated Plan, for Emergency Solutions Grant funds, to recapture $256,762.00 from the Camillus House Emergency Shelter activity and reallocate $256,762.00 to the Miami-Dade County Homeless Trust for emergency housing for homeless individuals and families.
PHCD will accept public comments on the proposed substantial amendment from August 26, 2024, through August 28, 2024, at CommunityDevelopmentServices@miamidade.gov. - The Miami-Dade County SHIP Annual Closeout Report Fiscal Year 2021-2022 is available for public inspection and comment. Public comments on the annual report may be submitted until Sept. 11, 2024 via e-mail at communitydevelopmentservices@miamidade.gov to the attention of Mohammed Rasheduzzaman or by calling (786) 469-4141.

- Miami-Dade Public Housing and Community Development (PHCD) hereby advertises that a public hearing for its proposed 5-Year Public Housing Agency Plan for Fiscal Year 2024-2028 and Annual Public Housing Agency Plan for Fiscal Year 2024-2025 has been rescheduled to be held at the Housing, Recreation, Culture, and Community Development Committee (HRCCDC), on Monday, May 13, 2024, at 2 p.m. The purpose of the hearing is to allow the public an opportunity to comment on these proposed documents.
