David Clodfelter - Director

David Clodfelter is the Chief Budget Officer and Director of the Office of Management and Budget (OMB) for Miami-Dade County, the seventh largest county in the nation by population.  In his Miami-Dade County career, he has progressed through the ranks to positions of increased responsibility with OMB and seven other County departments.  

In his current role, he coordinates complex departmental operating and capital budgets totaling approximately $11 billion annually, developing the annual budget and recommending budgetary and financial policies, which include debt financial management, grants coordination, and cost recovery.

Furthermore, he holds the critical role of providing recommendations on enterprise resource planning business processes, statutory structure, and policy implementation as it relates to Miami-Dade County’s historic transition and re-establishment of constitutional offices.

Mr. Clodfelter joined OMB in 2009, serving in the capacity of OMB Senior Coordinator where he was responsible for coordinating multiple large and complex departmental operating/capital budgets from submission and development of the annual budget to year-end close-out.  His duties required complex forecasts, analysis, and recommendations concerning Miami-Dade County's overall budget and fiscal policy matters.  Furthermore, Mr. Clodfelter oversaw the Countywide Infrastructure Investment Program (CIIP) and all General Obligation Bond (GOB) program activities, valued at approximately $170 million annually. 

Prior to joining OMB, Mr. Clodfelter was appointed Chief, Office of Budget, Audit and Performance Reporting, for Miami-Dade Transit (MDT), currently known as the Miami-Dade County Transportation and Public Works Department. As Chief, he was responsible for overseeing MDT's financial management, including the operating budget ($500 million), capital improvement plans ($4.3 billion), grants administration, performance/efficiency reporting, loss prevention, fleet management, and internal auditing. Under his leadership, MDT achieved significant improvement in budget administration and revenue reporting.

With more than three decades in public service, Mr. Clodfelter has served in various managerial positions gaining extensive knowledge and experience in procurement, human resources, materials management, contract development/negotiation, emergency management, public information, accounting, strategic/process management, grants management, and information technology.

Mr. Clodfelter holds an Executive Master of Business Administration from the University of Miami Herbert Business School and a Bachelor of Business Administration from Nova Southeastern University. Additionally, he is a valued member of the National Association of Counties (NACO) and the Government Finance Officers Association (GFOA).
