Implementation of A&E and Design-Build Procurements Using BidSync
On May 2017, the Internal Services Department (ISD) Architectural & Engineering Unit began using BidSync, an electronic web-based bidding system, to manage procurement activities for A&E and Design-Build projects. The BidSync tool allows for advertisement of solicitations, management of requests for information (RFI), and submittal of proposals.

ISD is responsible for the procurement of Architectural and Engineering services including Design-Build and Construction Manager at Risk services. In addition, ISD is responsible for the management and rotational distribution of A&E service orders through the Equitable Distribution Program.
The A&E Unit is responsible for the procurement of architectural, engineering, landscape architecture, land surveying and mapping services, including design-build and construction manager at risk services for Miami-Dade County in accordance with the guidelines established by Administrative Order 3-39, Standard Process for Construction of Capital Improvements, Acquisition of Professional Services, Construction Contracting, Change Orders and Reporting.
Solicitation notifications are forwarded electronically to all consultants who are pre-qualified with Miami-Dade County and have included an e-mail address in their vendor registration form and forwarded to those that have vendor enrolled online. The Notice to Professional Consultants (NTPC) and accompanying documents may be obtained online. Additionally, all A&E solicitations are advertised in The Daily Business Review.
Proposers are advised to carefully follow the format and instructions outlined in the NTPC for each solicitation including, but not limited to any forms denoted in the solicitation package.Forms

Pursuant to Miami-Dade County Administrative Order 3-39, all firms that provide architectural, engineering, landscape architecture, and/or land surveying and mapping professional services are required to obtain Pre-Qualification Certification prior to responding to any solicitations requiring any of the above noted professional services.Technical Certification

The Equitable Distribution Program establishes a pool of architects, landscape architects and engineers available to County departments for professional services on miscellaneous type capital projects. The selection process is based on a centralized electronic rotation, which facilitates the equitable distribution of services.
